VCRHYP Staff
The VCRHYP administrative team provide key supports that free Coalition agencies to focus on the work of delivering essential programs serving Vermont youth and families. VCRHYP secures adequate funding that ensures services for communities across Vermont, advocates to the State and Federal governments for funding to meet the needs of Vermont youth, ensures best practices among youth work professionals, and creates specific benchmarks and outcomes to assess progress and measure successes – and, in the process, help create a distinctly unique and effective model that works for youth in all Vermont communities.

Calvin Smith, Director

Calvin has worked in the field of youth work for over ten years and holds a Masters Degree in Social Work from Florida State University. As VCRHYP’s Director, Calvin advocates for the needs of Vermont youth and youth care workers to a state and national audience of policy-makers, oversees outcome reporting and compliance for all VCRHYP programs and contracts, identifies and provides training opportunities that promote best practices among Coalition youth care workers and manages the VCRHYP statewide database.

Kelsey Ballard, Assistant Director

Kelsey is a native Vermonter and graduated from The University of Vermont in 2007 with a degree in Environmental Studies. As Assistant Director, Kelsey supports VCRHYP's statewide Medicaid billing operations, assists with administrative functions and provides technical assistance to staff at the Coalition agencies.
